Sri Lanka to Launch GovTech Pvt Ltd, Replacing ICTA to Drive Digital Transformation

Colombo, Sri Lanka – In a strategic move to accelerate the nation’s digital transformation, the Sri Lankan government has announced the establishment of a new state-owned entity, GovTech (Pvt) Limited, which will replace the current Information and Communication Technology Agency (ICTA).

Minister of Technology Nalinda Jayatissa made the announcement, emphasizing that the new institution will function independently and possess the necessary authority to efficiently implement both ongoing and future digital projects across the country.

“This move is about ensuring agility and authority in Sri Lanka’s digital journey,” Jayatissa said. “GovTech will have the mandate and operational autonomy to lead a seamless rollout of technology initiatives that are vital to modernizing governance and public services.”

A comprehensive study reviewing digital strategies in Sri Lanka and internationally has informed the decision, the minister added. Plans are also underway to establish a regulatory authority with sufficient legal powers to oversee and support the implementation of these digital initiatives.

The formation of GovTech marks a significant pivot in Sri Lanka’s digital governance model, aligning with global best practices and aiming to create a more efficient, citizen-centric public service ecosystem.
