The Sri Lanka 2026 budget is scheduled to be unveiled on November 7, when the President delivers the official budget speech in Parliament. The government confirmed that the first reading of the Appropriation Bill will take place earlier on September 26, setting the stage for a detailed debate process.
According to a parliamentary statement, the second reading debate of the Sri Lanka 2026 budget will be held from November 8 to November 14, with the crucial vote on the second reading scheduled for November 14. The Committee Stage debate is set to run for 17 days, from November 15 through December 5, providing an extended period for members to examine the provisions in detail. The final vote on the third reading of the budget will be held on December 5 at 6 pm.
Parliamentary sessions during the budget debate will follow a strict timetable. On Mondays, sittings will begin at 9.30 am, while on all other days they will commence at 9 am. The debates will continue daily, including Saturdays, but excluding Sundays and public holidays. Each day’s agenda will include time for five questions for oral answers and one question under Standing Orders 27(2), alongside other parliamentary business.
It has also been decided that the budget debate will run until 6 pm each day, followed by motions at adjournment time from 6 pm to 6.30 pm, except on voting days. Speaking time will be divided equally between the government and opposition, reflecting a 50:50 ratio.
The Sri Lanka 2026 budget is expected to outline key policy directions and financial strategies for the year ahead, making this parliamentary process a significant event for both lawmakers and the public.
