The Sri Lanka Excise Dept revenue system contract has been formally approved by the Cabinet of Ministers, awarding the project to MillenniumIT ESP (Pvt) Ltd and Metropolitan Technologies (Pvt) Ltd. The contract, valued at 1,310.94 million rupees tax-free, covers the design, development, implementation, and ongoing maintenance of a state-of-the-art revenue administration system.

Minister Nalinda Jayatissa confirmed the decision, highlighting that the new system is expected to significantly enhance operational efficiency and governance within the Excise Department. “The system will enable seamless data exchange, effective risk management, revenue balancing, and improved transparency and accountability across operations,” Jayatissa told reporters.

The revenue system will leverage modern technology to automate workflows, integrate multiple data sources, and strengthen internal controls, allowing the Excise Department to monitor tax compliance more efficiently and detect discrepancies quickly. By centralizing data and providing real-time insights, the system aims to improve revenue collection and reduce administrative inefficiencies that have historically hindered performance.

The Procurement Committee initially recommended awarding the contract to MillenniumIT ESP and Metropolitan Technologies after a competitive evaluation process. While three appeals were filed with the Procurement Appeals Board challenging the procurement, all were subsequently dismissed, clearing the way for immediate project execution.

Industry experts note that implementing advanced digital solutions like the Sri Lanka Excise Dept revenue system aligns with global best practices in public financial management. Systems that integrate risk-based approaches, automated data reconciliation, and transparent reporting frameworks help governments enhance accountability while optimizing revenue streams.

MillenniumIT ESP and Metropolitan Technologies are expected to work collaboratively with the Excise Department to ensure the system meets operational requirements and is scalable for future upgrades. The contract emphasizes modular architecture, enabling the department to incorporate additional functionalities as needed, such as advanced analytics, AI-based forecasting, and enhanced compliance monitoring.
