The government has awarded a contract worth approximately Rs. 2.19 billion to Millennium I.T.E.S.P. Ltd. for the supply of an advanced Oracle Exadata XIIM platform and related software to Sri Lanka Customs.
The decision was formally approved by the Cabinet of Ministers earlier this week as part of the government’s broader efforts to modernise digital infrastructure within key public sector institutions responsible for trade facilitation and border management.
According to officials, the procurement process for the system began following a Cabinet decision taken on 21 August 2024, which authorised the initiation of procedures to identify a suitable vendor capable of supplying the required technology platform.
The initiative aims to enhance the operational capabilities of Sri Lanka Customs through the introduction of high-performance database infrastructure capable of handling large volumes of trade data, transaction processing, and customs clearance information.
The contract was awarded through a national competitive bidding process designed to ensure transparency and compliance with public procurement guidelines. Three bids were initially submitted during the tender process.
Following a technical evaluation carried out by relevant authorities, only one bidder was deemed to meet the required technological standards and specifications. The financial proposal submitted by the technically qualified bidder was subsequently reviewed before the final recommendation was made.
Cabinet approval was granted based on the recommendation of the High-Level Procurement Committee, according to Cabinet Spokesman and Mass Media Minister Nalinda Jayatissa.
Speaking during the weekly post-Cabinet media briefing, Jayatissa confirmed that the contract had been awarded to Millennium I.T.E.S.P. Ltd. for a period of eight years, with the total project value amounting to Rs. 2,197.96 million.
The agreement will see the company supply the Oracle Exadata system along with associated software components required for the operation and maintenance of the infrastructure.

The proposal seeking Cabinet approval for the project was submitted by Anura Kumara Dissanayake in his capacity as Minister of Finance, Planning and Economic Development.
