Budget 2027 speech on 12 Nov. as Finance Ministry releases parliamentary timetable


The Finance Ministry announced that the Appropriation Bill for the 2027 fiscal year will be published in the Government Gazette on 18 September, marking the formal beginning of the Budget process.

Before the Bill is gazetted, the draft Appropriation Bill, which details proposed expenditure allocations for every government ministry, is scheduled to be submitted to the Cabinet for approval on 14 September.

Following Cabinet approval, the Bill will be presented for its First Reading in Parliament on 7 October, providing Members of Parliament with the opportunity to review the proposed legislation before debate begins.

The Government has scheduled the Second Reading and the presentation of the Budget 2027 speech on 12 Nov., when the Minister of Finance is expected to outline the Government’s fiscal priorities, revenue measures, expenditure plans and broader economic strategy for the coming year.

According to the parliamentary timetable released by the Finance Ministry, the Second Reading debate will continue from 13 November to 20 November, allowing Members of Parliament to debate the overall economic direction and spending proposals contained in the Budget.

Once the policy debate concludes, Parliament will move to the Committee Stage, where individual expenditure allocations for each ministry, department and government institution will be examined in detail.

The Committee Stage debate is scheduled to begin on 21 November and continue until 14 December, providing lawmakers with the opportunity to scrutinise spending proposals ministry by ministry before the final approval of the Budget.

The annual Budget process remains one of the most significant events in Sri Lanka’s parliamentary calendar, setting the Government’s fiscal framework for the following year. It establishes spending priorities, determines allocations for public services and infrastructure, and outlines revenue measures required to finance government operations.

The Appropriation Bill serves as the legal instrument authorising government expenditure, making its passage through Parliament essential for implementing national development programmes and public sector operations during the 2027 financial year.

This year’s Budget preparation comes as Sri Lanka continues implementing fiscal reforms aimed at strengthening public finances, improving revenue collection and maintaining macroeconomic stability under its ongoing economic reform agenda.

Businesses, investors and financial markets will closely monitor the Budget presentation for policy announcements affecting taxation, investment incentives, public expenditure, infrastructure development and sector-specific allocations. Government agencies and public institutions will also be watching closely for funding decisions that will shape their operations during the coming fiscal year.
