The project, funded by the Government of China under the Belt and Road initiative and implemented by China Harbour Engineering Company (CHEC), is aimed at improving access to quality housing for low-income families in Sri Lanka while supporting broader urban development objectives.
The topping-out ceremony was held on 12 May 2026 at the Maharagama project site and brought together project representatives and stakeholders to commemorate the latest stage of progress. The completion of the structural phase enables the project team to move forward with interior finishing work, installation processes, and other construction-related activities ahead of the final handover.
The development forms part of one of the major affordable housing project initiatives supported through Chinese funding in Sri Lanka, reflecting ongoing infrastructure and development cooperation between the two countries. The wider project is expected to deliver 1,996 housing units designed to provide safer and more accessible living conditions for underserved communities.
Industry analysts note that affordable housing remains a critical requirement in urban areas as Sri Lanka continues addressing housing shortages and improving living standards for lower-income households. Large-scale housing developments supported through international partnerships are increasingly viewed as important components of long-term urban planning and social development strategies.
Commenting on the milestone, Wang Gang said the project demonstrates CHEC’s continued commitment to supporting Sri Lanka infrastructure development through community-focused initiatives.

CHEC noted that the project is being implemented with a focus on quality standards, construction efficiency, and timely progress. The Company said the successful completion of the structural phase at Maharagama reflects the coordinated efforts of engineering teams, project managers, and construction personnel working on the development.
The housing project also aligns with broader efforts to improve urban living conditions by creating residential spaces equipped with modern infrastructure and improved accessibility.
