Yarl Royal Palace is set to become Jaffna’s tallest residential building, following an agreement between Tilko Blue Ocean Holdings Ltd. and the Board of Investment of Sri Lanka (BOI) for a major 78-unit high-rise development on Kandy Road.

The project, located at No. 107, Kandy Road overlooking Jaffna’s historic Old Park, is expected to establish a new benchmark for high-rise residential development in Northern Sri Lanka and strengthen the city’s position as an emerging destination for private-sector investment.
The BOI said the development will comprise six levels of car parking, 13 residential floors and 78 residences. While the agreement marks an important step for the project, the investment authority has not disclosed the total investment value, construction timeline or expected completion date.
The development is being positioned as more than a residential project, with the BOI highlighting its potential to generate economic activity across a broad range of sectors. Construction and engineering companies, professional consultants, building-material suppliers, logistics providers, financial institutions and property-management businesses are among those expected to benefit from activity associated with the development.
The project also comes as Jaffna’s property market continues to attract attention from investors looking beyond Colombo and other established urban centres. The BOI said the city’s entrepreneurial community, professional and educational base, improving infrastructure and availability of urban land provide a foundation for further private investment.

The scale of Yarl Royal Palace is particularly notable in the context of the Northern Province. High-rise residential development has traditionally been concentrated in Colombo and a limited number of other major urban markets.
